Vice President Kamala Harris has decided not to preside over Prime Minister Benjamin Netanyahu’s address to Congress, choosing to avoid a gathering that highlights the differing opinions among Democrats regarding Israel’s conflict with Hamas.
An aide to Ms. Harris clarified that her absence is due to a prior commitment in Indianapolis and should not be interpreted as a change in her support for Israel’s security. She is set to address a convention of Zeta Phi Beta Sorority Inc., one of the nation’s oldest Black sororities, and will meet with Mr. Netanyahu separately at the White House this week.
Typically, the vice president sits beside the House speaker during joint meetings with foreign leaders, but this week Senator Benjamin Cardin of Maryland will take her place due to his strong support for Israel. Senator Patty Murray, next in line to preside, declined the opportunity.
Some Democrats plan to boycott the speech in protest of Mr. Netanyahu’s policies and conduct during the conflict. Senator Chuck Schumer was not considered as an alternative due to his previous criticisms of Mr. Netanyahu.
The Biden administration has clashed with Mr. Netanyahu over Israel’s actions in Gaza, humanitarian concerns, and governance plans post-conflict. Mr. Netanyahu’s invitation to address Congress came from bipartisan leaders, with Speaker Mike Johnson arranging the speech to demonstrate support amidst growing criticism.
