In response, U.S. officials have implemented one of the most comprehensive technology blockades in recent history, which includes prohibiting the export of advanced A.I. chips—primarily manufactured by Nvidia, a leading Silicon Valley firm recognized as one of the world’s most valuable companies.

However, the allure of substantial profits has led businesses globally to discover ways to bypass these regulations, as revealed by an investigation conducted by The New York Times. This investigation involved interviews with over 85 current and former U.S. officials, industry executives, and analysts, coupled with an examination of corporate records and visits to various companies located in Beijing, Kunshan, and Shenzhen. The findings indicate that there is a vibrant underground market for restricted A.I. technology in China, which forms part of a broader effort to assist China in circumventing U.S. national security restrictions.

Here are some key insights from our investigation:

  • An underground marketplace of smugglers is funneling A.I. chips into China. The Times engaged with representatives from 11 different Chinese companies that claimed to sell or transport banned Nvidia chips. Additionally, the investigation uncovered numerous other businesses advertising these chips online.
