Amid the ongoing conflict in Ukraine and the shifting U.S. focus towards Asia and China, European NATO members acknowledge the need to enhance their defense capabilities. Concerns are heightened by the potential return of former President Donald J. Trump, who has previously threatened to withdraw defense support from nations failing to meet financial commitments within the alliance.

While European countries have taken steps to strengthen deterrence against Russia in recent years, there remains significant room for improvement. Following substantial military spending cuts after the Soviet Union’s collapse and a lackluster response to Russia’s Crimea annexation in 2014, Europe must now prioritize enhancing its defense autonomy to reduce reliance on the U.S., as emphasized during the recent NATO summit in Washington.

NATO officials and analysts stress the importance of increased defense funding, bolstering arms production capabilities, and coordinated procurement of weapon systems to lessen dependence on American military support. With Russian President Vladimir V. Putin engaged in the conflict in Ukraine and facing military challenges, Europe and NATO believe there is a critical three to seven-year window before potential Russian aggression against the alliance.

However, the question remains whether European nations will utilize this period to strengthen their defense forces. To achieve greater self-sufficiency in defense, the following key gaps need to be addressed:

  • Committing more financial resources to defense
  • Developing domestic arms manufacturing capabilities
  • Coordinating procurement of advanced weapon systems
  • Enhancing overall military readiness and coordination within NATO
