What You Need to Know About the ‘Half of It is on Us’ Campaign
The ‘Half of It is on Us’ campaign was launched to accelerate urban transformation in Istanbul and create safe residential areas. Minister of Environment, Urbanization and Climate Change Murat Kurum explained who can benefit from this campaign, through which channels applications can be made and the conveniences offered to citizens in a 15-question-answer format.

- 1. Is e-Government application required to benefit from the Half is on Us Campaign?
In the new process, there is no obligation to apply via e-Government. - 2. Who can benefit from the campaign?
Owners of risky buildings in Istanbul have the right to benefit from the campaign. - 3. How can I find out if my home/workplace is risky?
You can learn the risk status of your building by having core samples taken from licensed institutions affiliated with the ministry. - 4. After the risky structure is identified, where should the first application for transformation be made?
The risky building is designed with a contract signed by the beneficiaries with a contractor of their choice and a building permit is obtained. Then, after the completion of the floor easement procedures, an application is made to the district municipalities for Half of Us support. - 5. What are the project prerequisites for Half of Us?
The structure in the new project (excluding the parking lot and shelter) is the same as the old structure. one and a half timesIt is possible to benefit from this campaign with license projects prepared after April 1, 2023. - 6. When and with whom will the rights holders sign the contract?
For risky buildings whose beneficiary identification has been completed by the district municipality, a grant commitment and loan agreement will be signed with the Ministry on the appointment date determined by the Ministry. - 7. How much grant and loan will be paid for each residence/workplace?
A 700 thousand TL grant and 700 thousand TL loan will be provided for a house. A 1 million 400 thousand TL loan support will be provided for other houses. A 350 thousand TL grant and 350 thousand TL loan will be provided for a shop, and a 700 thousand TL loan support will be provided for other shops. - 8. Will the Ministry make the Half of the Payment to the rights holder or the contractor?
Payments will be made to the contractor on behalf of the rights holders. - 9. When and how will payment be made?
The first payment will be made at the rate of 30% upon commencement of the work. Then, the construction process will be monitored, and 30% will be paid upon completion of the carrier system, and 30% will be paid upon completion of the building at the plastering stage. Finally, 10% will be paid when the building occupancy permit is received. - 10. When and under what conditions will loan repayments be made?
Loan repayments are made after the construction permit is received. 2 yearsit will start later. Up to 10 years maturity is offered. No interest will be charged in the year the payment begins.In the following years, the update will be made at half the Consumer Price Index (CPI) rate. - 11. How much is evacuation support?
Evacuation support will be paid as a one-time payment of 100 thousand TL. - 12. Can tenants also benefit from eviction support?
If the eviction support is paid to a tenant living in an apartment or workplace, it will be given to the tenant, otherwise it will be given to the landlord. - 13. Will I lose any rights if I build a parking lot or shelter?
In new projects, parking and shelter areas will be kept outside the square meter of the construction area, so that building owners will not lose their rights. - 14. Is there an income requirement for the loan?
Income and credit score are not taken into consideration when granting loans to eligible individuals. - 15. What are the application dates?
Citizens will be able to apply for the campaign without any time limitation.
Half of it is on Us campaign expanded
The requirement to apply via e-Government is now eliminated. While half of them benefit from the support from Us, the new structure must not exceed one and a half times the size of the old structure. Those who added parking lots and shelters in the previous campaign period could lose their rights due to this rule. With the new regulation, parking lots and shelter areas are excluded from the project square meters. In this way, citizens’ loss of rights has been prevented and it is expected that many citizens will benefit from this campaign.
In order to speed up the construction process and increase the interest of contractors in the project, the first payment rate has been increased. The 10% 1st progress payment made by the beneficiaries to the contractor has now been adjusted to 30%.
