Statements on the New Constitution Studies

In his statement to the Anadolu Agency (AA) correspondent, Yazıcı stated that the desire to make a new constitution in Turkey has been on the agenda since the establishment of his party. He emphasized that this situation is not only a desire but also a necessity. Yazıcı said, “Because making a constitution is the right of the nation.” he said
Stating that the nation has not been able to exercise its right to make a constitution until today, Yazıcı stated that the constitutions made during and before the Republic were prepared under extraordinary conditions, and that the 1961 and 1982 constitutions were shaped by the coup plotters.
Necessity of the New Constitution
Referring to the necessity of a new constitution, Yazıcı continued his words as follows:
- The constitution is the cornerstone of a country’s democratic structure and guarantees.
- Therefore, such an important text is needed in Turkey.
- There are incompatibilities and discontinuities among the current constitutional amendments.
- There are deficiencies observed in the implementation process of the changes made.
Yazıcı stated that these preparations are not specific to today, and that they have been prepared by the President since the beginning of the COVID-19 process. Hayati Yazıcı stated that they will organize a workshop on the new constitution with the start of the new legislative period. At the workshop, “What should be the road map for making a constitution? What should be the method? What is the role of the AK Party in this?” He stated that issues such as these will be discussed.
Yazıcı emphasized that the participants in the workshop will consist of experts and academics in the fields of law, public administration, political science and sociology:
- Negotiations of experts will be held around a table.
- A scientific meeting will be held and their opinions will be taken.
- The results will be presented to the authorized bodies of the party and shared with other political parties.
Joint Commission and Past Experiences
Yazıcı reiterated that the methods for making the constitution will be determined after the negotiation process. “If we come together, a joint commission can be established.” Yazıcı stated that they will take a similar approach to the study carried out in 2011.

Conclusion and Approval of the Nation
Yazıcı stated that the needed new constitution cannot be realized in a short time, but if this need arises with an intention to serve the interests of the country, it will definitely come true in the end. “If it doesn’t happen today, it will happen tomorrow. As long as we contribute to this field.” he said
Emphasizing that the new constitution must be approved by the nation even if it is passed by the Parliament, Yazıcı said, “If you are making a constitution from beginning to end, from the first to the last article, it must be approved by the dear “Nation that has the right to make this constitution. Otherwise, it will be incomplete and cannot fulfill the expected constitutional function.” .” he said.
