As families flee from the advancing Ukrainian troops, many are seeking refuge from unfamiliar faces in a landscape fraught with fear and uncertainty. Russian parents are particularly anxious, concerned that their children may soon be conscripted into battle for the first time. In a recent televised crisis meeting, President Vladimir V. Putin appeared unusually unprepared, flipping through a white legal pad and reading aloud from hastily scribbled notes, indicating that his aides had not managed to prepare a formal speech for him as they typically would.

The unexpected incursion by Ukraine into a small section of Russia’s Kursk region last week has not dramatically altered the overall trajectory of the war. However, it has significantly impacted a Russian government and society that had largely acclimatized to the ongoing conflict. This new phase has introduced a sense of improvisation and uncertainty that was previously absent.

Following the incursion, Mr. Putin has remained silent, not addressing the situation publicly since his meeting with security and regional officials. During this tense gathering, he notably reprimanded the governor of Kursk for disclosing the extent of Ukraine’s advance into Russian territory. In the vicinity of the border, reports indicate that more than 130,000 individuals have either fled or been evacuated, revealing a lack of preparedness among regional officials for this crisis. Consequently, grassroots aid initiatives have stepped in to fill the gap left by government inaction.

For opposition-minded politicians, including the dwindling number of dissenters still residing in Russia, Ukraine’s recent actions have presented a rare opportunity to challenge the Kremlin’s narrative of an inevitable Russian victory. Opposition figure Lev Shlosberg, based in the western city of Pskov, likened the current state of Russian society to magma accumulating beneath a volcano, with no clear indication of when or how this pressure might erupt.

Mr. Shlosberg commented: “Current events are, of course, intensifying the crisis. But we don’t know where and how this energy of dissatisfaction will go.”
