According to senior American officials, Israel has reached the limits of what it can achieve through military action in Gaza. Prolonged bombardments are increasingly jeopardizing civilian safety, while the chances of further diminishing Hamas’s capabilities are waning. As the Biden administration urgently seeks to revive cease-fire negotiations, an increasing number of national security experts across the U.S. government are expressing that, while Israel’s military efforts have inflicted substantial damage on Hamas, a complete eradication of the group is unlikely.

In many ways, the impact of Israel’s military operations has exceeded the expectations of U.S. officials at the onset of the conflict in October. The Israeli forces now enjoy greater operational freedom throughout Gaza, and Hamas has sustained significant losses. Crucial supply routes between Egypt and Gaza have been destroyed or captured by the Israeli military. According to the Israeli military’s report last month, approximately 14,000 combatants in Gaza have either been killed or captured. In contrast, U.S. intelligence agencies employ different, more conservative methods for estimating casualties within Hamas, though the exact figures remain classified.

Additionally, the Israeli military claims to have decimated half of the leadership of the Qassam Brigades, which is the militant wing of Hamas. Notably, this includes the elimination of top leaders such as Muhammad Deif and Marwan Issa. However, one of Israel’s most pressing objectives—the recovery of approximately 115 hostages, both living and deceased, who were taken during the Hamas attacks on October 7—cannot be accomplished through military means, according to both current and former officials from the U.S. and Israel.
