As Donald J. Trump attempts to distance himself from the Heritage Foundation-led initiative known as Project 2025, the situation has grown more complicated due to the contributions from his running mate. A new book titled Dawn’s Early Light, authored by Kevin D. Roberts, the president of the Heritage Foundation and chief architect of the project, features a foreword penned by Senator JD Vance, the Ohio Republican whom Trump selected as his running mate in July.

In his introduction, which was previewed and published online by The New Republic on Tuesday, Mr. Vance emphasizes the significance of the ideas presented in the book: “In the fights that lay ahead, these ideas are an essential weapon.” The book is scheduled for release in September, creating a backdrop of political tension as the presidential race heats up.

Senator Vance initially announced in June his intention to write the foreword for Mr. Roberts. The Heritage Foundation has historically been a powerful force in conservative policymaking, particularly during Ronald Reagan’s presidency, and maintained significant influence during Trump’s administration, providing a crucial staffing pipeline for various roles.

However, the endorsement by Mr. Vance became politically charged after Trump publicly renounced Project 2025, which outlines extensive policy proposals aimed at reshaping a future Republican presidency. This initiative, developed over the past two years under Roberts’s leadership, has been framed by the Heritage Foundation as a direct challenge to the so-called “deep state.” Key proposals within Project 2025 include:

  • Disbanding multiple federal agencies
  • Excluding abortion from health care coverage
  • Ending various climate change programs

These bold proposals have drawn considerable criticism and have become a focal point for Democrats seeking to rally opposition against the Republican agenda.

In response to the evolving situation, Will Martin, a spokesperson for Senator Vance, clarified in an email on Wednesday that “the foreword has nothing to do with Project 2025.” He further asserted that Vance has several disagreements with the proposals being discussed by the Heritage Foundation, stating: “Only President Trump will set the policy agenda for the next administration.” This statement underscores the complexities of aligning personal political ambitions with the broader goals of the Trump campaign.
