The Public Personnel Selection Exam (KPSS) is an important exam for those who will be appointed to public office for the first time in our country. However, some provocateurs, ignoring the importance of KPSS, are making misleading posts such as “Even if you pass the exam, the people the minister wants are appointed with Article 76.”
The Ministry of National Education (MEB), which has the largest share in public personnel employment in Turkey, has become the target of such claims. However, Article 76 of the DMK includes certain conditions for appointment to a higher position. One of these conditions is that the person is already a civil servant and meets the requirements of the position to which he or she will be appointed.
KPSS is generally conducted for candidates who will be appointed to public office for the first time. Article 76 of the DMK is valid for existing civil servants and regulates appointment to higher positions under certain conditions.
