The meeting, chaired by EU High Representative for Foreign Affairs and Security Policy Josep Borrell, was attended by foreign ministers of member states and Ukrainian Foreign Minister Dmytro Kuleba via videoconference.
Kuleba’s Information and Meeting Agenda
Kuleba briefed the ministers on the current situation in the ongoing war in Ukraine. The ministers also discussed the situation in the Middle East in light of recent developments.
Remarks from Borrell
Speaking to the press before the meeting, Borrell noted that 70 percent of Ukraine’s electricity production capacity had been damaged, and that this would make life difficult for civilians in the upcoming winter. He also said that the EU would call on member states to address air defense and electricity production capacity.
Orban’s Russia Contacts and Evaluation
Borrell stated that the visit of Hungarian Prime Minister Viktor Orban, who assumed the EU administration, to Ukraine and his contacts with Russia would also be discussed at the meeting, and emphasized that this situation would be evaluated with member states. He stated that Hungary’s accusation of the EU as a “war-seeking union” at the UNSC was unacceptable, and emphasized that the EU supported Ukraine and was not a party to the war.
